<p>Most shooters would reply to that immediately and say, Yes, for the first time in years we have the KAP.<br />Please read on and Act today.<br />I have thought hard before reporting the following, as I know that many disappointed elements within the shooters fraternity will condemn me for reporting this situation. I believe that without understanding the problems we are never going to be able to resolve them. So after reading the following please contact the KAP candidates and ask for a written commitment.<br />In truth, on the 15<sup>th</sup> November 2011, the two KAP members Shane Knuth and Aidan McLindon voted with the Independents Liz Cunningham, Dorothy Pratt, Rob Messenger, and Chris Foley against the latest Weapons Bill, which imposed even more burdens on the law abiding shooters of Queensland. All of those who stand for re-election are insured to retain their seats with a large shooters majority. We are all fully aware that Labour and the LNP, like Tweedle Dee and Tweedle Dum mer will always betray licensed shooters, as they conspired to do on the 15<sup>th</sup> November.<br />After that event shooters began asking KAP candidates and the two elected KAP members above for their individual views on Gun Laws and what changes they would like to see made.<br />The Questions are on this page, <a href="http://www.foaa.com.au/questionaires-for-politicians/">http://www.foaa.com.au/questionaires-for-politicians/</a><br />The responses to shooters, regarding the LNP and Labour are not at all  surprising, almost a 100 % non return rate, (find response on  <a href="http://www.foaa.com.au/index-of-candidates-responses-on-gun-laws/">http://www.foaa.com.au/index-of-candidates-responses-on-gun-laws/</a>  ) but we are all amazed at the poor response from the KAP candidates with only Ade LARSON KAP for Southern Downs with a perfect score of 60 points and very guarded ‘strange’ answers from three other KAP candidates and nothing from the vast majority. When discussing this with KAP candidates the general answer is, &#8220;The KAP policy on Gun Laws has not been released as yet&#8221;, when it is pointed out to them, that we vote for a person not a party and the questionnaire asks for their personal views, and that they seem reluctant to let the shooters know what they are. They become more ‘chatty’, but still no final results.<br />This leads us to conclude that the KAP policy is not what the majority of shooters in Queensland have been hoping for and there will be a lot of gnashing of teeth and disappointment if this policy is released. Let us hope that the candidates can get it changed before it is released.<br />Last week, a Brisbane Firearm Dealer phoned me and asked me to take down the information sent by Ade Larson from the <a href="http://www.foaa.com.au">www.foaa.com.au</a>  website. As he had been asked to convey that to me from Rob Nioa, who had told him that he was working on COAG to drop restrictions on the import of Category C firearms, as we all wanted Pump Action Shotguns to be on sale again. That if they saw that KAP was too pro gun and wanted to get rid of registration that they would not come to the party on the Cat C Shotguns. I refused and asked him to ask Robert to phone me himself. Then 15 minutes later, Luke Shaw from KAP Brisbane headquarters phoned me and asked me to take down the information from Ade Larson from the <a href="http://www.foaa.com.au/"><span style="text-decoration: underline;"><span style="text-decoration: underline;"><span style="color: #0000ff;">www.foaa.com.au</span></span></span></a> website as it conflicted with KAP policy and that the media might pick on the KAP due to his response.  Which was a different story.<br />I asked him to send me a copy of the KAP policy on Gun Laws. He refused, stating that it had not been released yet.<br />I asked him what was wrong with one of their candidates having a different opinion on Gun laws than the KAP policy. He answered to the effect that they had to have a unified approach.<br />I asked him if this was a new policy as originally the party put it out, that their members in parliament could vote with their conscience, and already it seemed that there were restrictions on expressing that conscience.<br />This did not cheer up Luke, he expressed the contention that they did not want the general public to think that their party was a pro gun party. I explained to him that they had done that already, that the media had given prizes for the photo of Bob Katter with his guns on the rack behind him, and that the story of Rob Nioa his son in law shooting the zoo, was carved in concrete. That surely they wanted the support of shooters, and if they had a good policy on Gun laws that they might get a good candidate for Gympie but without it they had no chance.</p>

<p>I reminded him that the Shooters had kept the National Party in Government in Queensland for 30 years and when betrayed they withdrew that support which had kept them out of power for 14 years. I told him, that as of now over 60 % of shooters were convinced, that KAP was the ‘Great Hope’, for their future and were prepared to join and put out a lot of effort to KAP to ensure their success, but already they were questioning and looking for some firm commitment to change the legislation. Everyone wanted the end of Long Arm Registration, they had suffered under it long enough and it was the main reason for slow Pistol PTAs.<br />As it had been removed in New Zealand and Canada and the billions of dollars cost of it for no results had already been published by the Main stream media that was very acceptable to the general public. <br />He made comment that he did not believe that individual shooters had the right to contact all of the KAP candidates to establish their opinions and said that shooters should contact head office and get the one answer. I answered that any voter had the right to contact anyone they liked. particularly a person standing for an elected position. That it was their right, so they could judge how to vote at the next election.<br />I informed him that as &#8220;President of the Firearm Owners Association of Australia my loyalty was to the shooters and it was my duty to represent their position. That I wished the KAP all the success and would continue to hand out their brochures on the counter and pin up their posters, but would alway advise every shooter to ask the KAP for a firm commitment to dismantle the Long Arm Registry as without it they would gain very little from the KAP. We would be voting for the best of the three worst options. If the KAP did very well in the coming election, it would feel that it could do well without making any commitment to shooters and if they had no success then the media would blame the shooter elements within the party.&#8221; Either way no further ahead for shooters. We agreed that we disagreed and left it at that. <p><span style="color: #000080;"><strong><strong>ACCURATE FIREARM DESIGN<br /></strong></strong></span>In 2012, shooters interested in accuracy will find rifles capable, (with the right conditions and loads) of shooting half inch groups at 200 yards, off the bench, or even better.<br />Captain Land reports that the legendary Sniper, Gunnery Sgt Carlos Hathcock’s (most decorated sniper of the war in Vietnam) rifle barrel looked like it had been sandblasted inside and out. On the inspection sheet, the armourer would say, ‘Slight pits throughout.’ His rifle would hold about two minutes of angle. That’s 20 inches at 1,000 yards and that’s what he had to work with. The rifle a Winchester Model 70 with a target weight barrel and a 8X Unertl scope.<br />Captain Land said, &#8220;We had M1 c s and M1 d s available that would hold a minute of angle, but they didn’t maintain their zero.&#8221; Capable of shooting a tight group but either the mounts or the adjusting reticles would move. Captain Land said, &#8220;The Unertl scopes would not have lasted an hour in the hands of regular Marines. Carlos had excellent results with that scope, but it was only because he understood it and he knew how to take care of it, and he was very meticulous in doing so. The major problem (they snipers) had with it was that if you got careless, it would fog up on you. Anytime we came back off of a patrol, the scopes would be put in a hot box to dry them out.&#8221; The other problem was crosshairs blowing out under the recoil. Captain Land said one of the armourers, Vic Johnson, kept a box of spiders to spin the filaments for replacement crosshairs as a field expedient.</p>

<p>Before leaving Vietnam in 1966, Captain Land set up the initial testing program for what would become the basis for all Marine Corps sniping rifles for the foreseeable future: the 7.62 NATO (.308 Win.) M40, built by Remington with considerable design input from Marines in the field.<br /><strong>Remi<span style="color: #000080;">ngton Winchester Why Change?</span></strong><br />After so much success with the Winchester Model 70 why did they go to Remington? Of the commercial actions available, why not the Winchester Model 70? Why the Remington?<br />From Captain Land the answer was &#8220;The new Model 70 (post-’64) had a weak extractor, and if you didn’t clean the chamber after about every 10 shots it would likely break. And in Vietnam, we didn’t have that luxury.&#8221; (Personally I would have stuck with pre-64 actions, even if they were second/hand as they have the Mauser type extractor)<br />Captain Land said, &#8220;Remington really went out of their way to help put this together. They created the stock with the cheekpiece on it; they never had this heavy a barrel in this stock. (Up to that time all heavy barrels were only made for Prone Compeititon, like the Omark) We had the scopes sent in from Redfield. Remington mounted them, tested them, and they were put in a specific case and shipped to Vietnam or to Quantico.&#8221; This was the rifle used by Carlos Hathcock in his second tour of duty.<br />The Redfield 3-9X variable scope for those initial M40s were produced in two finishes, green and deep black. Ostensibly they had a built-in rangefinder, which Captain Land said was &#8220;worthless,&#8221; because it often melted in hot sun. Captain Land calls the Remington M40 a &#8220;Pretty good interim rifle, which saw a lot of use. The main problem was the stock, which swelled and touched the free-floated barrel when it got damp or wet.&#8221;Captain Land said that when he left Vietnam, the M40 was fast replacing all other sniper rifles, from the Special Services rifles to the target-grade Winchester Model 70s to the M1s in various configurations.<br />The knowledge gained with the Remington M40, led to design of the M40A1, a rifle Captain Land says is the most accurate he ever owned. Made in the Marine Corps’ precision rifle shop, it had a finely tuned Remington 700 action, McMillan fiberglass stock and custom heavy McMillan or Sinclair barrels. He said that when first issued it was topped with the Redfield 3-9X. But a variation was created for the 2nd Force Reconnaissance Unit that mounted a Weaver T-10. Later, the rifles were re-scoped with special, strictly Marine Corps, 10X Unertl scopes. <p><span style="color: #000080;"><strong>Understanding Reloading Ammunition.</strong></span><br /><strong>Primer Sizes.</strong><br />We learn new things every day, and yesterday something could have occurred to change this information, but all we can do is run with what we know now at this point in time. There are actually only two sizes of Boxer primers standardized through out the World, large (.210&#8243; nominal dia.) and small (.175&#8243; nominal diameter). Each size is divided into both rifle and pistol types, thus &#8220;Large Pistol,&#8221; &#8220;Large Rifle,&#8221; etc. In addition, there are &#8220;Magnum&#8221; and special purpose types within each size. There are some larger sizes, but they exist only for military use in heavy automatic weapons ammunition.<br />Pistol and rifle primers differ only in that the former generally contain less priming compound (being required to ignite smaller powder charges) and are assembled in thinner, softer cups. Pistol firing pins and hammers cannot produce a great deal of energy, so the cup must be relatively weak to be easily dented. Fortunately, pistol cartridges develop relatively low pressures which can be confined by a weak cup. On the other hand, the heavy, powerful firing mechanisms of rifles can easily indent the thick, stiff rifle primer cups. So in many cases using pistol primers in rifles could cause the firing pin to penetrate the cup, allowing hot gas to pass very quicky along the firing pin channel into your right eye. So it is not recommended. On the other hand the pistol primers might not burn the required amount of slower (for Rifles) burning powder, causing variable results. Using rifle primers in a handgun, could up the pressures, if your firing pin sets them off. Again not worth the trouble.<br />Shotshell primers have also been standardized dimensionally in the past decade. Before that there were two major sizes and a couple more not so prominent. I have seen steel cased 12 gauge use a large Berdan Primer.<br />Now one size, that previously referred to as &#8220;209-size,&#8221; is used in all plastic cases that we see today. The brass on the bottom of a 12 gauge case takes up no useful purpose except for ‘good looks’ as we were using full plastic mono hulls in the 1970s and I reloaded many of them 8 or 9 times. Many times it is not even brass just a pressed steel cap which is electro plated to look like brass. One of the reasons the case can safely be made of plastic is that the battery cup primer is enclosed in a steel reinforcing cup. This was designed in that manner due to the earlier inherent weakness of paper shotshell construction. The cup confines the primer proper during firing so that it does not expand and destroy its seat within the case even if it is made of cardboard or plastic. Within the primer is a separate anvil, it is sandwiched between the bottom of the battery cup and the primer cup or &#8220;cap,&#8221; as it is often called. When the cap is indented by a firing pin, the pellet is crushed against the anvil and ignites, flashing flame through a hole in the bottom of the battery cup to ignite the propellent charge within the cartridge case. <p><span style="color: #000080;"><strong>Norinco Model 213 ‘Tokargypt’ 9 shot Semi Auto<br /></strong></span>The Model 213 original basis was designed by John Moses Browning, the world famous firearm designer. In the late 1920s the Colt /Browning mechanism was redesigned by Russian, Feoder Tokerev, simplified for mass production and chambered in the powerful 7.62×25. It used the Mod 1911 swinging link, short recoil system. <br />To enable easy maintenance the hammer and lock mechanism can be removed as a single assemble. To improve the Browning feed system the ammunition feed lips are machined into the frame rather than relying on pressed tin. Which on a battlefield where magazines lips do not get the best attention is a great advantage in reliability and makes the magazines cheaper to produce. It was an extremely tough, reliable and powerful pistol and was later modified by Hungary for export to Egypt this was known as the Tokagypt. The pistol differs from the Tokarev in being chambered for the 9mm Parabellum, and a fitted safety catch (WHICH SHOULD NEVER BE RELIED UPON) as well as the half cock safety.</p>

<p>As can be seen by the inset photo the barrels and chambers are all chrome plated.It has a plastic wrap around grip stock, instead of the Tokerev ‘bakelite’ and a finger piece type floor plate on the magazine, which improves your chances of quickly getting it out and getting another one in after someone has rammed one in covered in mud. The M 213 Chinese version of this also has a chrome plated barrel shown in the above photograph. These are brand new unfired but have the usual scratch marks and rough corners as shown in the photographs. As standard the barrels are a millimetre short for club licences so are fitted with a slightly longer barrel. The steel is excellent and once a few surfaces, such as slides, are polished they are a slick an easy pointing pistol. <p>Police Minister Roberts, admitted to parliament that 2500 online submissions were received before he withdrew the Weapons Amendment Bill 2010. (Don&#8217;t get confused with the Weapons Amendment Bill 2011, which was passed with the full support of the LNP with Labour on the 15th Nov 1011) That pertinent point is, that was all it took to change the Police Minister&#8217;s direction. There are approximately 5500 firearm owners who directly receive this ‘Bulletin&#8217;, if only half of them made a two minute email, that is enough to change the attitude of all the candidates in the Queensland forth coming election. <br />This election is very convenient for firearm owners. Power over the full direction of this State is in the balance, like a swinging pendulum. We have waited 14 year for this opportunity. Everyone is sick to the back teeth with Labour and the treacherous LNP were set to steam roll them out of office. Then came Katter&#8217;s Australia Party which gave a viable alternative which acts like a blowtorch on the private parts of the LNP. The LNP has recently again betrayed the Firearm Owners by crossing the floor and voting with Labour on the latest 2011 Weapons Amendment Bill imposing more restrictions on shooters. This has given much more, well deserved ammunition, votes, supporters, candidates etc. to Katter&#8217;s Party, as the two Katter MP s (with four Independents) in parliament voted, against the Weapons Bill 2011.</p>
<p>The pressure cooker within the LNP has become hotter. Popularity Polls are showing Katter&#8217;s Australian Party at 22 per cent of the primary vote in the north Queensland, Labour was on 32 per cent and Liberal National Party 36 per cent. Katter&#8217;s popularity is increasing weekly all over the state at the expense of the other main line Parties.This is causing the mainline parties to review their direction. Some LNP candidates have realised that they may well do better in the coming election, if they stand for Katter rather than the LNP. Queensland is on the brink of change. KAP more than likely will have the balance of power. <br />Firearm Owners have to prove to the candidates standing at the next State election of all parties, (KAP included) that we have a force of numbers and that we all want to turn back John Howard&#8217;s UN informed Gun Laws. The Long Arm Registry has to go, it is grossly expensive, billions of mis spent tax payer dollars, which most admit, that it is flawed, inaccurate and out of date. Information that has been sent to them in hard copy up to, two years ago, has still not been updated into the computer system. Firearm Owners find this out when they are having the random check of their Security imposed on them, the Police turn up with a list of firearms they are supposed to have. On some occasions, the Police list is two years out of date, some times they have firearms listed that never existed, some lists are two short. In one of the instances that I know about, the police had a list of his long arms they checked them off and he then said what about the pistols. The Police told him he had no pistols, on his list of registered firearms. Some Firearm Owners might not be as keen as he was to get his list corrected. The Long Arm Registry (one could included the handguns as well) has not solved a crime, nor saved a life. As in New Zealand and Canada it should be repealed.<br /><span style="color: #0000ff;"><strong>Wind it Back in Queensland, it will reverberate around the other Australian States. If you have not yet Sent the Questionaire&#8217;s, Please Do it ASAP.</strong></span><br />I know most people are busy, with Christmas and so on but I implore you all, to give the shooters of Queensland a Christmas present, donate two minutes of your time to sending one email to nearly a hundred politicians. They are public figures standing for election, you have a right to know their views on firearm legislation. Only a few, have done this already but we need many thousands to follow them. We have to force that change of direction. The replies from the politicians that have been forwarded back to us has been pitiful. It though, someone has handed them a Black Snake to hold. Some have already amended their responses. People are viewing their responses and are shocked <a href="http://www.foaa.com.au/general/"><span style="text-decoration: underline;"><span style="color: #0000ff; text-decoration: underline;"><span lang="EN-GB">http://www.foaa.com.au/general/</span></span></span></a><span lang="EN-GB"> . Now is the time, we need their answers to these simple questions and only a show of numbers will force them to respond. <p>The Beaver Tail forearm stocks are an excellent all-purpose stocks, and they are particularly good for snap shooting, Roo shooting, rapid fire, or Metallic Silhouette. They can be used in all the firing positions, with or without the use of a single or double point sling. There only down side is that they are of course heavier than a sporting rifle stock, which has no importance for Competitive Shooting or eradicating pests from a vehicle.<br />If a telescope sight is to be used on a rifle that was made prior to the 1970s the comb will usually be found a little low because the line of aim through the scope is higher than through the iron sights, and the comb should be a little higher.<br />The comb on a these older sporting rifles can be raised the required amount for a scope by lacing a leather cheek pad on the stock. Most rifles manufacture in the last 40 years are designed to be only used with a scope and are not fitted with open sights.<br />The only exceptions to this of any quantity was the Omark Model 44 Target rifle which had a stock designed specifically for prone target shooting with open sights. This of course is all in the past they were a world leader in the 1960s and won a lot of kudos for Australian Target shooters. As they were an accurate single shot rifle many have tried to re-design them for sporting use or Metallic Silhouette competition but up to day I have not seen any that have had any complete success. The comb is to low for a scope, even when drilled and tapped for it and the stock is to short for off hand shooting. As the forearm is so broad and heavy the balance of the firearm is all wrong so in this incidence use it only as it was well designed for.<br /><strong>Target Rifle /Sniper Rifle Development.</strong><br />As is the usual case much of the development of the designs we take for granted today have come out of the need of urgent necessity in warfare. Not from the huge multinational arms manufactures, but from the men on the ground struggling to be the killer and not be the killed. To give an example of this we will digress a little, this will also introduce the next editions on stock design.<br />In October 1966, a (then) Captain Edward J. &#8220;Jim&#8221; Land USMC found himself without formal orders, standing before the First Division commanding general, Gen. Herman Nickerson, who told him: &#8220;I want snipers in this division; I want them killin’ VC. I don’t care how you do it, if you have to, do it yourself. Got any questions?&#8221;After a &#8220;Yes, Sir&#8221; and &#8220;No Sir&#8221; answer, Land found himself heading a program with no people, no instructors, no rifles, no ammunition, no range, but with some great NCOs &#8220;gleaned from a list of all the distinguished marksmen in Vietnam.&#8221; Among them was a man who would become his longtime friend, (then)Staff Sergeant (later Gunnery Sergeant) Carlos Hathcock, who would create a legend.<br />For rifles, Captain Land first scrounged 12 Model 70 sporting rifles that had been procured by Special Services for deer hunting at Camp Pendleton in the USA. Through the PX system in Okinawa, (mail order) Land and his NCOs privately purchased mounts, rings and scopes.<br />The second lot of rifles used by Captain Land and his team in Vietnam were also Winchester Model 70 target rifles in 30-’06 Sprg. that had been originally purchased as &#8220;across-the course&#8221; bolt action rifles for the National Matches. They were mothballed after NRA changed match rules to limit service personnel to shooting service rifles. Among them were arms with heavy barrels and sporter stocks. Some of these rifles were equipped with 20X Unertl scopes and mounts, which were originally procured as long-range match optics.<br />At the time Captain Land was organizing his first sniper teams, a Major Cam Hayden USMC, who was first officer in charge of Marine Marksmanship training, discovered the Model 70s and scopes listed as surplus property. Hayden, who calls his find &#8220;serendipity,&#8221; also searched Marine Corps inventories and came up with 8X Unertl optics. <hr style="width: 300px;" width="300" /><span lang="EN-GB"><span style="color: #000080;"><strong>Understanding Reloading Ammunition</strong></span><br /><strong>Development of the Primer</strong>  Continued from Edition 62<br /></span><span lang="EN-GB"><span lang="EN-GB">The first non-corrosive priming compound, (or less corrosive) was produced in Germany in 1910. It was designed only for .22 rimfire cartridges. This ammunition was very popular since, for the first time, a fellow need not be overly concerned that his .22 barrel would be eaten away in a short time. This new primer replaced potassium chlorate (salts) with barium peroxide. While its residue was not corrosion-inducing, it was still highly abrasive. It still eroded barrels significantly, and the mercury was still a huge problem in centrefire rifles, so the ideal primer was still far in the future.<br />Switzerland began using a non-corrosive primer about 1911 and the National Arsenals of Europe commenced huge development programs during the first quarter of the century. RWS Sinoxid priming was the first commercially successful development and by the late 1920&#8242;s, Remington had introduced its &#8220;Kleanbore&#8221; rimfire priming based on European developments.<br />Even so, early U.S. non-corrosive primers weren&#8217;t all they should have been and it wasn&#8217;t until the 1930&#8242;s that truly successful non-corrosive/non-mercuric types became fully available in sporting ammunition. Another twenty years was to pass before non-corrosive primers reached a sufficient state of development to be adopted by the major powers for military use. Military requirements for storage life and stability are much more demanding than for sporting ammunition and the Military was much more conservative. They had to test for 20 year before they would accept that the priming compound would last that long. These days all sporting primers today will meet those military specifications.<br />Today most military and commercial primers are all non-corrosive and non-mercuric and are essentially alike, the only differences being that some commercial numbers are &#8220;hotter&#8221; than others, and that so called &#8220;magnum&#8221; types are available from some makers. All the compounds are built around lead styphenate which during post-WWII years was determined to be superior to most other practical formulas.<br />Also during the post-war years, the differences between Remington and Winchester primers and cases were resolved. Originally, Winchester pockets were radiused at the bottom and primers were designed to seat there. Remington, on the other hand, used a square-bottomed pocket and primer to match. For this reason one sees much in older writings about matching case and primer makes. The rounded bottom of the Winchester pocket would &#8220;pinch-in&#8221; the bottom of a Remington primer, while a Winchester primer would be poorly supported in a Remington case.<br />Today all primers and pockets are made after the Remington design, and this is no longer a problem. Fifty years ago, primers were made in two shapes. The flat type is standard now, meaning the top of the primer cup is flat, at right angles to the sides, joined to the sides by a small radius. The round type had an arched top and was made at one time or another by most commercial producers.<br />Both types worked equally well, but required different priming punches to fit their individual profiles. For this reason, all older loading tool brochures specify that one should order the correct punch to match the primers being used. When a flat punch was used to seat round primers, the arch or dome was flattened at its crest, often damaging the priming mix pellet beneath. The use of a rounded punch on flat primers left the centre of the cup unsupported and seating pressure often caused the anvil to raise a dimple in the center of the cup. This also caused priming mix pellet damage. <strong>Continued in Edition 64.<br /></strong></span></span></p>

		<title>One Man  with Courage is a Majority-The Stirring&#8217;s Of Freedom</title>

I have already reported on the first battle with Mayor Ray Alborn and how he tried to impose an unconstitutional gun ban in the village. I recently interviewed Dr. Seidel a second time on my Gun Owners News Hour weekly radio program and asked him about several acts of local interposition in the surrounding counties &#8212; all of which underscores the importance of the office of the sheriff and the militia.</p>

<p>For example, over near Deming, New Mexico is the Gila National Forest. The U.S. Forest Service wanted to make almost all of it off limits for people &#8212; until the militia of Luna County intervened. They told the feds that they would resist any effort by the Forest Service to restrict access to visitors. The result? Visitors have continued to access all of the Gila National Forest! <br />In the Southeast corner of the state, many landowners have working oil wells on their property. The EPA told the oil operators they would have to stop operating their wells because there was too much risk of harming the environment. At a town hall meeting convened by the EPA, a woman in her 60s rose to address the feds. She pointed out that her land had been in her family for over 200 years, and she was not about to let some official from an unconstitutional bureaucracy tell her what she could or could not do with her land. The woman ended by warning the feds that her family has many guns and a huge supply of ammunition, and they would use all of it if needed to keep the EPA off of their land. The locals who had packed out the hearing room jumped to their feet with a shout and prolonged applause. That was in August of this year. As of November, oil is still being pumped at full tilt.<br /> In Otero County, villages in the mountains are surrounded by forests. The county commission voted to establish an 80,000 acre plan to manage forest overgrowth. Residents wanted to cut fire breaks to protect their homes in Cloudcroft, but the Forest Service said, “No.” The residents responded that they had to for safety’s sake and were going to construct the fire break in spite of the Forest Service. Residents were told that if they cut down any trees, they would be arrested. But Sheriff Raymond Cobos told the Forest Service that if they made any arrests, they would be arrested for false arrest. Not only were the trees cut down with no opposition from the feds, the first tree was cut down by Congressman Steve Pearce (R-2ndDistrict). Would that there were many more like Rep. Pearce. The folks in the Second District are blessed with a constitution-supporting congressman and a number of constitutional sheriffs backed by the militias of their counties. <br />This is the way that local governments can push back and help the feds to live within the limitations that have been placed upon them in Article 1, Section 8 of the U.S. Constitution. As you can see, there’s a lot happening in New Mexico. And Dr. Seidel has been at the center of a lot of it. Two weeks after the people of Ruidoso prevailed in the gun ban debate, Mayor Alborn decided to seek revenge. He went to the state capital of Santa Fe and met with federal officials there. That same week, Seidel got a notice from the IRS that he had until a certain date to file his taxes, which he has refused to do for several years. Seidel makes no secret of his refusal to submit to the IRS which he considers as part of an unconstitutional regime in Washington. The IRS intended to encumber his assets if he did not bend his knee. Seidel visited with the county sheriff who understood what Seidel was trying to do and told him he “would have his back.”</p>
<p><a href="http://www.owenguns.com/wp-content/uploads/2011/12/aaThe-Militiaan.jpg"><img class="alignnone size-full wp-image-3895" title="aaThe Militiaan" src="http://www.owenguns.com/wp-content/uploads/2011/12/aaThe-Militiaan.jpg" alt="" width="504" height="531" /></a><br />The same was true for the village police chief – the same officer who refused to have his men arrest people who were defying the Ruidoso gun ban by carrying openly in the village council chambers. Not only was the sheriff and police chief alerted to the possibility of IRS action against Seidel, but so was the militia in Lincoln County – some 200 plus men who keep their rifle and battle bag in their vehicles 24/7. They can muster in about 30 minutes at any place in the county. Seidel visited with the village assessor, who would be the official to place the encumbrances on his assets. Seidel explained (as he does with everyone) that Title 42, Chapter 1, Subchapter 1, Section 1983 of the federal code would be used to sue her personally for violating his civil rights &#8212; that is, he would sue her if any of his assets were encumbered without having first secured a warrant from an Article III court. Seidel has frequently argued that he will gladly submit to a federal court (authorized under Article III of the U.S. Constitution) as opposed to a mere tax court (which is an unconstitutional creature within the IRS). As with many administrative agencies, the combining of legislative, executive and judicial powers within the same four walls constitutes the very definition of tyranny which James Madison warned us about in Federalist 47. <br />Seidel has used Title 42 on other occasions. One involved a state trooper with an anger management problem who made a false arrest on Seidel’s son. Since being served with a Title 42 suit, the officer has been able to control his anger. The deadline is long past, and the IRS has done nothing, so the assessor is off the hook for now. <br />But New Mexico is becoming a text book example of how the Founding Fathers envisioned the states would rein in an out-of-control government. As stated by Alexander Hamilton in Federalist 28: “It may safely be received as an axiom in our political system that the State governments will, in all possible contingencies, afford complete security against invasions of the public liberty by the national authority.” If there were more sheriffs like those in New Mexico serving around the country, we would be well on the way to safeguarding our liberties against Washington’s “invasions of the public liberty.” It also might occur to the Congress that more examples of sheriffs interposing themselves might result in shrinking down the federal government to do little more than just funding the national defense.</p>

<div><strong>A Day That Will Live In INFAMY , Betrayed Again</strong>. <strong>Decide NOW Action or Take up Tiddly Winks.</strong><br />However, I&#8217;m very sorry to inform firearm owners that the Weapons Amendment Bill of 2011 was passed by the Queensland Parliament 78 to 6. That day 15th November will be a date remembered in infamy by the 250,000 licensed firearm owners, that it will impact on.<br /> We mourn the loss of the few remaining human rights our brothers in arms have left. <br />Surely, we all have no doubt that there end plan is to leave us with nothing, not even a catapult. We either decide now to take a place in this coming conflict or give up now and go fishing.( Sorry they want to end that as well, or go four wheel driving, sorry they want to end that as well)<br />Fortunately, we have better tools to fight back with then ever before, in past years we used to write lots of letter to the newspapers one in fifty might get printed, we used to write to politicians and spend a $100 in postage to get one or two useless replies. <br />Now we have the internet, emails, facebook, immediate communication between ourselves and full colour, movies, sound on the Internet. Now we are not just preaching to the converted in the Shooting Magazines we have our place on the Internet which is accessible to the world. We have to use this new tool to mobilise Queensland&#8217;s  250,000 licensed firearm owners, plus families and friends, into making a big difference to the future of this state.</div>
<div> We did not lose, as such. The thousands of submissions received by the members, some of them read out by Mrs Cunningham has told parliament that there is a large force in the electorates that they have to deal with. They know that 250,000 firearm owners, (47,000 recent ones) are going to decide the next election. (Coming Soon). They are already afraid. There worst fear is that these 250,000 votes are not unified, they are not controlled by one organisation, they cannot infiltrate that organisation, they cannot buy off that organisation. Ultimately they will lose for this days betrayal.</div>

<div>Again we were betrayed by the Labour Party the party that used to respect freedom, a party that produced Andrew Fisher, King o&#8217; Mally, John Curtain who all helped Arm Australia. We were betrayed, yet again by the National Party, the party that sold us out in 1996. Now amalgamated with the Liberal Party that also betrayed us today as it did with its deceitful leader John Howard in 1996. Howard, who infamously signed letters in 1996 prior to his election stating that he would defend the rights of firearm owners, then betrayed us in an instant after the Port Arthur murders. Again, instead of investigating and prosecuting the perpetrators he prosecuted the innocent. This process has just been an ongoing enslavement of  law abiding Australians. Instead of prosecuting the guilty they fine the innocent, its easier to police. It never works, the real criminal problems thrive, so they prosecute the innocent shooter again.</div>
<div><strong>Defended By Independents and Two KAP members</strong>.<br /><a href="http://www.foaa.com.au/latest-news/">http://www.foaa.com.au/latest-news/</a> <br />The four independents and now the two members of Katters Australia Party voted against the Weapons Bill they have been loyal to their constituents, all the LNP /Labour voted to support the Bill and should suffer the brand of Quislings, Kapos, Vichy, collaborators one and all.<br />One of the other achievements of the Six heroes was that it caused a ‘Division&#8217; in parliament. <p><span style="color: #000080;"><strong>ACCURATE FIREARM DESIGN</strong></span><br /><strong>Changes in Stock Design that Occurred in the 1920s.(We still use them 90 years later)</strong></p>
</div>
<div>Firearm manufactures slowly realised the need to design a stock that could be utilised to a fair degree in any shooting position and accommodate the dual requirements of being able to use open sites as well as a telescopic rifle sight.  It became necessary to considerably modify the older American designed stocks of great drop, and crescent butt-plates as on the Lever Action Winchester&#8217;s. They also had to break away from the older British and American Military stocks which had been designed primary to switch from aimed prone rifle shooting positions to being used as a pole to plunge in the Pike/Bayonet. This could not be introduced over night, shooters are very conservative and have an ingrained suspicion of firearms that look different and an in built need to have a rifle that grandad would be proud of.  Even though the old designs were exceedingly uncomfortable and really impossible to use in any of the new firing positions except possibly when shooting in the standing position at targets on about the same level as the shooter and in slow fire. So, new stocks were designed with flat and larger butt-plates, with less drop at comb and heel, of greater weight (thickness), with pistol grips, and with an enlarged forearms, fitted with a rifle sling, designed for use as an aid to steady holding as well as for carrying the rifle.<br /><strong>Civilian Stock Designs Changed First.</strong> <br />Gradually these stock designs were accepted over a 30 year period, even the Military began to add pistol grips to the stock, higher combs and thicker for-ends. These designs, solidified into certain average dimensions, and in most respects have become fairly well fixed, so that we now have a design that has proved itself on a thousand ranges and in the hands of millions of target shooters and hunters. This now appears to be the one best design for marksmen of average stature and also for all beginners who are learning to shoot. This design is well adapted to shooting in all four positions, up and down hill as well as on a level, and in rapid as well as slow fire. The rifle sling which is an important feature is only seen these days as a carrying accessory instead of an important addition to steady the leading arm for greater accuracy.<br />The first pioneers of this rifle stock transformation was Winchester and Remington who both began modifying the Military rifle they had both made millions of, in World War One, the Enfield Pattern 1917, or M17. They both converted millions into sporting rifles and modified the stock design. Then they both used the tooling acquired for nothing or very cheaply to produce new sporting models. When the tooling was worn and they realised that with more modern machining techniques they could make them cheaper, Winchester went to the Model 70 and Remington went to the Model 700. I believe they used the number 7 as conservative reminder to the Model or Pattern 17 as there were previous models Pattern 13 and Pattern 14 they wanted to show that the heritage was from the M17. <br />The Winchester Model 70 Standard bolt action rifle has not changed very much over the last 60 years and with the Remington Classic 700 have turned into the standard centre-fire sporting stock. There are minor differences in some model changes, on average the butt-stock on these two rifles has a drop from line of aim, open sights set at 100 yards, of 1, 5/8&#8243;  inches at the comb and 2, 5/8&#8243; inches at the heel. The length from middle of trigger to centre of the butt-plate is 13 1/2&#8243; inches. The checkered steel, or rubberised butt-plate is 5 inches long by 1, 9/16&#8243; inches wide at its widest part, and is very slightly dish shaped, almost flat. The front edge of the pistol grip cap on the Model 70 rifle is located horizontally 2 1/2&#8243; inches in rear of the centre of the trigger, and vertically 1, 7/8&#8243; inches below the centre of the trigger. The rear sling swivel is located 2, 1/2&#8243;  inches in front of the toe of the stock. The forearm on the Model 70 is 1, 1/2&#8243; inches wide at a point 6 inches in rear of its tip. Over the last 40 years the vagaries of fashion, dictated by the various shooting magazine writers have been followed by the manufactures and shooters rotating from the above Classic style stock which is still very popular to the Weatherby high cheek piece Monte Carlo style stocks. The only other features of change has been a slightly higher comb on rifles not equipped with open sights and the main change being synthetic stocks which will be the subject of a later article. <div>Corrosive decay in Brass Cartridge cases due to being loaded with World War Two or earlier primers have been mentioned in earlier editions. During the early decades of the last century ammunition manufactures determined that the combustion of fulminate of mercury released minute particles of free mercury. (Mercury is not health stuff) This was forced into contact with the entire inner surface of the cartridge case by the detonation of the primer and the burning of the powder. Mercury attacks brass, amalgamating with it to destroy its characteristic strength and malleability. In short, the mercury residue makes the brass so brittle it can often be crushed between thumb and finger, breaking into ragged chunks as though it was made of toffee.<br />Large diameter straight cases using large charges of black powder were less affected than small bottle-neck types .For this reason, black powder era reloaders didn&#8217;t object much. Their cases held up pretty well in spite of the mercury. Maybe, without the shoulder most was blown out of the straight walled cases. Much of the free mercury was absorbed by the solid products of black powder combustion, leaving less to attack the brass. Then, too,<br />the pressures involved in those early cartridges were quite low, never above 25,000 psi. Higher pressures drive more finely divided mercury into the brass. Consequently, modern bottle-neck cases operating near 50,000 psi speeded up and increased the mercury&#8217;s effect on the brass.<br />Also, it was found that smokeless powders were much harder to ignite than black. Where almost any old warm spark would set off black powder, the new types required a hotter, longer and more violent primer flame. This meant more compound in the primer, consequently, more free mercury driven into the brass case.<br />The action of mercury is irreversible once the cartridge is fired. It completes its action in a very short time, and no amount of washing or other treatment can prevent its completion. I have fired mercuric-primed .303 ex-military ammunition in the afternoon, and by the next morning the cases would break in the resizing die, usually when the neck was pulled over the expanded plug. So if this occurs stop straight away and you know the reason why.<br />Short, straight cases of pistol type are much less affected by mercuric primers and can often be reloaded many times before failing. Primarily, this is due to low chamber pressures and the fact that pistol primers contain less mercury than the larger rifle varieties.<br />The advent of the high-pressure bottle-neck cartridge caused the primer boys to replace the fulminate of mercury with a less vicious compound. Commonly used was a mix of potassium chlorate, antimony sulphide, lead sulfocyanate, and black powder. The latter later being replaced with granular TNT or similar high explosive. Even so, mercuric primers continued in wide use for sporting ammunition well into the 1930&#8242;s. Some foreign calibers were loaded with mercuric primers as late as the early 1970&#8242;s. Factories in North Korea, China could still be using it but mainly they loaded steel cases and most people do not bother reloading steel cases.<br />The chlorate primer&#8217;s corrosive effect on barrels has already been covered in detail. It is obvious, of course, that shooters the world over objected strenuously. Much effort was devoted to development of a primer that produced no harmful residue. Competition among companies was fierce because, naturally, the first one to offer a &#8220;non-corrosive&#8221; primer could expect to gain tremendously in sales.<br /><strong><strong>Primers continued in Edition 63.<br /></strong></strong><br />

<hr style="width: 300px;" width="300" /><strong><span style="color: #0000ff;">Norinco Model 213 ‘Tokargypt’ 9 shot Semi Auto</span></strong><br />The Model 213 original basis was designed by John Moses Browning, the world famous firearm designer. In the late 1920s the Colt /Browning mechanism was redesigned by Russian, Feoder Tokerev, simplified for mass production and chambered in the powerful 7.62×25. It used the Mod 1911 swinging link, short recoil system. To enable easy maintenance the hammer and lock mechanism can be removed as a single assemble. To improve the Browning feed system the ammunition feed lips are machined into the frame rather than relying on pressed tin. Which on a battlefield where magazines lips do not get the best attention is a great advantage in reliability and makes the magazines cheaper to produce. It was an extremely tough, reliable and powerful pistol and was later modified by Hungary for export to Egypt this was known as the Tokagypt. The pistol differs from the Tokarev in being chambered for the 9mm Parabellum, and a fitted safety catch (WHICH SHOULD NEVER BE RELIED UPON) as well as the half cock safety.</p>

<p>As can be seen by the inset photo the barrels and chambers are all chrome plated. It has a plastic wrap around grip stock, instead of the Tokerev ‘bakelite’ and a finger piece type floor plate on the magazine, which improves your chances of quickly getting it out and getting another one in after someone has rammed one in covered in mud. The M 213 Chinese version of this also has a chrome plated barrel shown in the above photograph. These are brand new unfired but have the usual scratch marks and rough corners as shown in the photographs. As standard the barrels are a millimetre short for club licences so are fitted with a slightly longer barrel extension if required. The steel is excellent and once a few surfaces, such as slides, are polished they are a slick an easy pointing pistol. Eight rounds in the magazine.</p>

<p>A pack rifle is a rifle small enough to be carried in a backpack. They are generally chambered in small caliber cartridges, such as the .22 LR or .410 shot shell, and are used for hunting, survival and plinking. The Marlin Papoose is an example of a pack gun (notably a favorite of <a href="http://booksbikesboomsticks.blogspot.com/">Tam</a> and <a href="http://vuurwapenblog.com/">Andrew</a>). My pack rifle is a SBR (12&#8243; barrel) Ruger 10/22. To carry it in a pack I remove the stock, cutting down the overall length by a few inches. Neither a disassembled Ruger or Marlin Papoose can come close to the compact and almost gravity-defying light weight of <a href="http://www.packrifle.com/">Mountain View Machine &amp; Welding&#8217;s</a> <em>Pack-Rifle</em>.</p>

Please refer to  </em></span></span><span style="color: #0000ff;"><span style="color: #000000;"><em>the definition of ‘magazine’ in Schedule 2 of the Act. It stipulates:<br />Schedule 2 <br />magazine means a detachable receptacle for ammunition for a weapon.<br />This means that where the new section 68CA refers to magazine once </em></span></span><span style="color: #0000ff;"><span style="color: #000000;"><em>inserted in the Act it means detachable magazine.<br />I have checked with Sgt O’Connor who advised that this was one the initial </em></span></span><span style="color: #0000ff;"><span style="color: #000000;"><em>inquires he received. He had the matter clarified a short time later however </em></span></span><span style="color: #0000ff;"><span style="color: #000000;"><em>he forgot to send a clarification email to Mr D. This is something he is now </em></span></span></div>

We all know That Mike wants the Bill Passed.</strong></span></span><br /><span style="color: #0000ff;"><span style="color: #000000;">This seems to have acted like a sedative to a few of our shooting </span></span><span style="color: #0000ff;"><span style="color: #000000;">organisations, suppressing the active and comforting the ones who </span></span><span style="color: #0000ff;"><span style="color: #000000;">religiously never do anything to oppose new legislation. <br />Many of the leaders of these sporting shooters associations are so comatose </span></span><span style="color: #0000ff;"><span style="color: #000000;">that they do not understand the basic principles of how legislation in </span></span><span style="color: #0000ff;"><span style="color: #000000;">empowered. They must not understand that as soon as legislation is passed </span></span><span style="color: #0000ff;"><span style="color: #000000;">and proclaimed by the Governor that it replaces all previous legislation on </span></span><span style="color: #0000ff;"><span style="color: #000000;">the item, in every section of the Act of parliament, or any other preceding </span></span><span style="color: #0000ff;"><span style="color: #000000;">Acts of parliament. What has usually occurred over the last 150 years, is that </span></span><span style="color: #0000ff;"><span style="color: #000000;">as soon as the Governor proclaims the amended Act the Parliamentary </span></span><span style="color: #0000ff;"><span style="color: #000000;">drafters, update the last Act and include the amendments, they do word </span></span><span style="color: #0000ff;"><span style="color: #000000;">searches and read through the whole Act to ensure that there are no conflicts </span></span><span style="color: #0000ff;"><span style="color: #000000;">and that all provisions fall in line with the new amendments.<br />Definitions or Dictionaries within an Act are all subsequent or follow the </span></span><span style="color: #0000ff;"><span style="color: #000000;">amendments to the provisions of an Act. The words in the provision are the </span></span><span style="color: #0000ff;"><span style="color: #000000;">primary power. <br />Mistakes are made in Acts, there are often conflicts which Policemen like </span></span><span style="color: #0000ff;"><span style="color: #000000;">Mike Crowley have on every occasion over the last 14 years have always </span></span><span style="color: #0000ff;"><span style="color: #000000;">recommended that the Police should prosecute and let the Court decide and </span></span><span style="color: #0000ff;"><span style="color: #000000;">if the decision goes against them, they will use our tax payer dollars to </span></span><span style="color: #0000ff;"><span style="color: #000000;">financially break the sporting shooter through the Appeals court enuring that </span></span><span style="color: #0000ff;"><span style="color: #000000;">they get a prosecution and precedent for all subsequent cases. If this occurs </span></span><span style="color: #0000ff;"><span style="color: #000000;">with the above amendment the Police will certainly win. His email,  </span></span><span style="color: #0000ff;"><span style="color: #000000;">concerning his current interpretation will mean nothing. (Except if tendered </span></span><span style="color: #0000ff;"><span style="color: #000000;">it might make the Judge more lenient on sentencing, on the first </span></span><span style="color: #0000ff;"><span style="color: #000000;">prosecution) The Judge will only look at the latest most up to date decision </span></span><span style="color: #0000ff;"><span style="color: #000000;">of parliament, the current amendment before the house as that re defines </span></span><span style="color: #0000ff;"><span style="color: #000000;">what a magazine is. As if this is passed the definition of a magazine will include :-</span></span></div>
<div><span style="color: #0000ff;"><span style="color: #000000;">‘<em><strong>category B weapon has a lever or pump action— with a maximum capacity </strong></em></span></span><em><strong><span style="color: #0000ff;"><span style="color: #000000;">of more than 10 rounds for the weapon.</span></span></strong></em></div>
<div><span style="color: #0000ff;"><span style="color: #000000;">Don’t expect any commonsense, judges just take the widest interpretation </span></span><span style="color: #0000ff;"><span style="color: #000000;">that they can, so even if the drafter don’t amend the definitions in Schedule 2 </span></span><span style="color: #0000ff;"><span style="color: #000000;">of the Act.<br />For some reason Mike Crowley manager of the Weapons Licensing Branch </span></span><span style="color: #0000ff;"><span style="color: #000000;">interpretation goes against the precedent that the most current amendment </span></span><span style="color: #0000ff;"><span style="color: #000000;">applies. Is it &#8220;Cui bono&#8221; (&#8220;To whose benefit)? You decide who is genuine.<br />In any event, every man woman and child in Queensland should oppose this </span></span><span style="color: #0000ff;"><span style="color: #000000;">legalisation and all similar prohibitive legislation that collectively punishes </span></span><span style="color: #0000ff;"><span style="color: #000000;">the innocent. Removes lawfully owned licensed, registered property, without </span></span><span style="color: #0000ff;"><span style="color: #000000;">compensation. It is government theft, its immoral. What is worse, as our </span></span><span style="color: #0000ff;"><span style="color: #000000;">Politicians continue to refuse to police criminal activity, they further </span></span><span style="color: #0000ff;"><span style="color: #000000;">perpetuate the immoral punitive penalising of the innocent by mis-</span></span><span style="color: #0000ff;"><span style="color: #000000;">application of legislation, a trend that both major parties have propergated </span></span><span style="color: #0000ff;"><span style="color: #000000;">for over twenty years. <br />All Gun Laws are a pestilence, a plague on the law </span></span><span style="color: #0000ff;"><span style="color: #000000;">abiding innocent, ignoring the criminal who carries out an act, with that </span></span><span style="color: #0000ff;"><span style="color: #000000;">property. This legislation does not just affect people with lever actions and </span></span><span style="color: #0000ff;"><span style="color: #000000;">pump action firearms, but anyone who uses a Stanley knife or a Laser. </span></span></div>
<div><span style="color: #0000ff;"><span style="color: #000000;">Shooter use Lasers for Pest eradication, Miners, Surveyors, Metal workers, </span></span><span style="color: #0000ff;"><span style="color: #000000;">TV Arial men all will have huge problems acquiring them from Customs, all </span></span><span style="color: #0000ff;"><span style="color: #000000;">will have to explain their bonafide use to the Police and the Courts. As with </span></span><span style="color: #0000ff;"><span style="color: #000000;">all sorts of knifes for a thousand uses. Just because the Police will not </span></span><span style="color: #0000ff;"><span style="color: #000000;">prosecute the perpetrators, that is to difficult, they only wish to prohibit the </span></span><span style="color: #0000ff;"><span style="color: #000000;">innocent, with the same false hope it will reduce their work load. Or will it </span></span><span style="color: #0000ff;"><span style="color: #000000;">really create them more jobs, imagine how many knifes will now be classed </span></span><span style="color: #0000ff;"><span style="color: #000000;">as Category M, chefs applying for licences and Permits to Acquire to have a </span></span><span style="color: #0000ff;"><span style="color: #000000;">registered Category M weapon on there licence. This Weapons Amendment </span></span><span style="color: #0000ff;"><span style="color: #000000;">Bill is really nonsense and should be scrapped. We have until the 25 th </span></span><span style="color: #0000ff;"><span style="color: #000000;">October to convince our states politicians that it is another stupid law, a </span></span><span style="color: #0000ff;"><span style="color: #000000;">continuation of  aggravation we already put up with. We all have to make a change. Find out  </span></span><span style="color: #0000ff;"><span style="color: #000000;">the contact details of every one of your <a href="http://www.parliament.qld.gov.au/documents/Members/mailingLists/MEMLIST.pdf">State MPS </a>on this link write, phone, </span></span><span style="color: #0000ff;"><span style="color: #000000;">email, facebook tell all of them that you oppose this legislation and you do </span></span><span style="color: #0000ff;"><span style="color: #000000;">not want them to vote for any of it. Send them a message from the 200,000 plus </span></span><span style="color: #0000ff;"><span style="color: #000000;">Licensed shooters in this state, include their families we have a voting block  </span></span><span style="color: #0000ff;"><span style="color: #000000;">of at least 400,000 votes.<br />Don’t get bound down in the above technicalities, oppose it today, before it </span></span><span style="color: #0000ff;"><span style="color: #000000;">is to late. Which could be the 25th of October 2011. </span></span></div>

<div><span style="color: #0000ff;"><span style="color: #0000ff;"><span style="color: #000000;"><strong>FIREARM STOCKS AND SIGHTING</strong> Continued From Edition 58<br /></span></span></span>With a well made barrel, and receiver with a accurate ammunition, then the <span style="color: #0000ff;"><span style="color: #000000;">degree of skill with which an experienced marksman can shoot depends, in </span></span><span style="color: #0000ff;"><span style="color: #000000;">the case of a rifle, on trigger pull, stock, sights, and method of sight </span></span><span style="color: #0000ff;"><span style="color: #000000;">adjustment. With a shotgun it depends on trigger pull, stock, and to some </span></span><span style="color: #0000ff;"><span style="color: #000000;">extent on visibility of front sight. With a revolver or pistol it depends upon </span></span><span style="color: #0000ff;"><span style="color: #000000;">trigger pull, sights, method of sight adjustment, and stock (grips).<br />Trigger pull has already been covered now we look at stocks and the </span></span><span style="color: #0000ff;"><span style="color: #000000;">relationship with sights, particularly their type and design. The use of stocks </span></span><span style="color: #0000ff;"><span style="color: #000000;">and sights comes properly in a work on coaching accurate shooting, and will </span></span><span style="color: #0000ff;"><span style="color: #000000;">be mentioned here only to the extent of showing the reasons for why we </span></span><span style="color: #0000ff;"><span style="color: #000000;">should design them in a particular way.</span></span></div>

In the early years of the 20th Century the Mauser </span></span><span style="color: #0000ff;"><span style="color: #000000;">rifle design led to the introduction of the Springfield 1903 Rifle and the </span></span><span style="color: #0000ff;"><span style="color: #000000;">American custom Gunsmiths modified that military design to what we see </span></span><span style="color: #0000ff;"><span style="color: #000000;">on the early Model 70 Winchester’s and early Remington’s. Of course </span></span><span style="color: #0000ff;"><span style="color: #000000;">Australia was influenced by the Lee Enfield rifle stock design but not by </span></span><span style="color: #0000ff;"><span style="color: #000000;">choice, only by price as millions were sold here during that century and </span></span><span style="color: #0000ff;"><span style="color: #000000;">millions still exist today. As they were designed as a battle rifle, with its </span></span><span style="color: #0000ff;"><span style="color: #000000;">primary purpose of stout stick to mount the bayonet on and plunge it in, they </span></span><span style="color: #0000ff;"><span style="color: #000000;">were not known for their attributes to shooting and many were modified with </span></span><span style="color: #0000ff;"><span style="color: #000000;">pistol grips, cheek pieces. Lever action stocks were light in weight, small </span></span><span style="color: #0000ff;"><span style="color: #000000;">in dimensions, had considerable drop at comb and particularly at heel, and </span></span><span style="color: #0000ff;"><span style="color: #000000;">were fitted with a crescent shaped butt-plate. Consider the conditions under </span></span><span style="color: #0000ff;"><span style="color: #000000;">which these rifles were used. All of these designs were practical in there </span></span><span style="color: #0000ff;"><span style="color: #000000;">day. In the USA, and Australia hunting country and the skirmishes with </span></span><span style="color: #0000ff;"><span style="color: #000000;">natives were almost invariably in heavily wooded areas with considerable </span></span><span style="color: #0000ff;"><span style="color: #000000;">underbrush, and usually it was impossible to see to shoot except from the </span></span><span style="color: #0000ff;"><span style="color: #000000;">standing position. The country was largely flat or slightly rolling, and game </span></span><span style="color: #0000ff;"><span style="color: #000000;">was found chiefly in the level and well watered valleys. The firearms were </span></span><span style="color: #0000ff;"><span style="color: #000000;">muzzle loaders and single shots. Therefore the design of stock was exactly </span></span><span style="color: #0000ff;"><span style="color: #000000;">what we would expect, most suitable for firing from the standing position at </span></span><span style="color: #0000ff;"><span style="color: #000000;">a target at about the same level as the shooter, and for single shot fire, that is </span></span><span style="color: #0000ff;"><span style="color: #000000;">slow fire only.<br /><strong>Development of Marksmanship. </strong></span></span></div>
<div><span style="color: #0000ff;"><span style="color: #000000;">Prior to about 1875 there was no well  </span></span><span style="color: #0000ff;"><span style="color: #000000;">written books ,or manuals on accurate shooting, the first being, ‘The Gun’, by </span></span><span style="color: #0000ff;"><span style="color: #000000;">W Greener. Between 1875 and 1903 a few magazine articles appeared </span></span><span style="color: #0000ff;"><span style="color: #000000;">showing that some individuals were making a study of the subject. The </span></span><span style="color: #0000ff;"><span style="color: #000000;">National Rifle Association of Great Britain which flowed from the interest </span></span><span style="color: #0000ff;"><span style="color: #000000;">in the Volunteer Militia movement, pushed along by notable people such as </span></span><span style="color: #0000ff;"><span style="color: #000000;">Sir Joseph Whitworth and Rudyard Kipling was soon taken up by the </span></span><span style="color: #0000ff;"><span style="color: #000000;">Americans and of course expanded world wide and to Australia. Even the </span></span><span style="color: #0000ff;"><span style="color: #000000;">British Army began to show considerable interest in accurate shooting and </span></span><span style="color: #0000ff;"><span style="color: #000000;">improvements were noted in the Small Arms Text Books but were strangely </span></span><span style="color: #0000ff;"><span style="color: #000000;">not adopted by the military that was paying for the research and the </span></span><span style="color: #0000ff;"><span style="color: #000000;">productions of the books. During this period those who shot well at long </span></span><span style="color: #0000ff;"><span style="color: #000000;">ranges and in rapid fire (skirmish) did so with military rifles which had </span></span><span style="color: #0000ff;"><span style="color: #000000;">stocks with more or less flat butt-plates and with very much less drop at the </span></span><span style="color: #0000ff;"><span style="color: #000000;">heel than the usual sporting and target stocks of the day.<br />With the advent of the International Matches in the 1890s real rifle competitive shooting </span></span><span style="color: #0000ff;"><span style="color: #000000;">began and real thought began to be devoted to the subject. M</span></span><span style="color: #0000ff;"><span style="color: #000000;">any marksmen returned to their homes from these matches with new  </span></span><span style="color: #0000ff;"><span style="color: #000000;">and sound ideas as to accurate shooting. In 1901 Captain William DeV. Foulke </span></span><span style="color: #0000ff;"><span style="color: #000000;">had published his pamphlet &#8220;The School of the Krag,&#8221; in. 1903 Dr. Walter G. </span></span><span style="color: #0000ff;"><span style="color: #000000;">Hudson published his book &#8220;Modern Rifle Shooting from the American </span></span><span style="color: #0000ff;"><span style="color: #000000;">Standpoint,&#8221; and in December of that year the writer&#8217;s work &#8220;Suggestions to </span></span><span style="color: #0000ff;"><span style="color: #000000;">Military Riflemen&#8221; also was published. But the great impetus was the </span></span><span style="color: #0000ff;"><span style="color: #000000;">International Matches, which commenced in the 1890s and caused a </span></span><span style="color: #0000ff;"><span style="color: #000000;">remarkable increase in interest in the subject.<br />About 1920 all marksmanship studies were reviewed by the United States </span></span><span style="color: #0000ff;"><span style="color: #000000;">Regular Army, which then published the first really comprehensive manual </span></span><span style="color: #0000ff;"><span style="color: #000000;">on the subject, setting forth the American system of rifle shooting, which </span></span><span style="color: #0000ff;"><span style="color: #000000;">system has since been used at the School of Instruction at the National </span></span><span style="color: #0000ff;"><span style="color: #000000;">Matches. The same was done in the British Army and Commonwealth by the </span></span><span style="color: #0000ff;"><span style="color: #000000;">classic Small Arms Text Book of 1929, which in many areas has never been </span></span><span style="color: #0000ff;"><span style="color: #000000;">surpassed for information.<br /><strong>Influence on Design.</strong> <br />As might be expected, all this study, and the development of this system had </span></span><span style="color: #0000ff;"><span style="color: #000000;">a profound effect on rifle design. Specifically the American system of rifle </span></span><span style="color: #0000ff;"><span style="color: #000000;">instruction lays emphasis on trigger squeeze as being the whole soul of good </span></span><span style="color: #0000ff;"><span style="color: #000000;">rifle shooting. However proper trigger squeeze cannot be taught until the  </span></span><span style="color: #0000ff;"><span style="color: #000000;">marksman can aim properly and hold steadily. Aiming is easily taught, but </span></span><span style="color: #0000ff;"><span style="color: #000000;">holding is more difficult. The bone and muscular makeup of man is such that </span></span><span style="color: #0000ff;"><span style="color: #000000;">a rifle can be held steadiest in certain fairly closely prescribed positions, </span></span><span style="color: #0000ff;"><span style="color: #000000;">prone, sitting, kneeling, and standing. In the first three of these positions a </span></span><span style="color: #0000ff;"><span style="color: #000000;">properly designed gunsling, used in a certain manner, is a very great aid to </span></span><span style="color: #0000ff;"><span style="color: #000000;">steady holding. Finally that a beginner can be taught to hold with great steadiness in the prone </span></span><span style="color: #0000ff;"><span style="color: #000000;">position with a rifle sling in about a week&#8217;s time.<br />Therefore the beginner is used to be first taught how to aim, and how to hold </span></span><span style="color: #0000ff;"><span style="color: #000000;">the rifle steadily in the prone position.  The bench rest position has mainly </span></span><span style="color: #0000ff;"><span style="color: #000000;">replaced the early prone coaching position but when you do not have one the prone </span></span><span style="color: #0000ff;"><span style="color: #000000;">position is the next best. Ability in these having been acquired, he is then </span></span><span style="color: #0000ff;"><span style="color: #000000;">taught the principle of correct trigger squeeze, and he then proceeds to learn </span></span><span style="color: #0000ff;"><span style="color: #000000;">to co-ordinate his aim, hold, and squeeze by shooting in the prone position. </span></span></div>

He is then taught in turn to shoot </span></span><span style="color: #0000ff;"><span style="color: #000000;">sitting, kneeling, and standing, and finally to shoot rapidly and at moving </span></span><span style="color: #0000ff;"><span style="color: #000000;">targets and natural targets at both known and estimated distances. <hr style="width: 300px;" width="300" /><span lang="EN-GB"><span style="color: #000080;"><strong>Understanding Reloading Ammunition</strong></span><br /><strong>Development of the Primer</strong>  Continued From Edition 58<br /></span><span lang="EN-GB">All priming compounds and powders of the early 20<sup>th</sup> Century contained materials that had a very bad effect on both barrels and cartridge cases. Potassium chlorate was the heart of the compound, responsible for long storage life and unusually fine stability under almost any climatic conditions. Yet, it left a residue in the bore that promoted very rapid rusting. Plus, the fulminate of mercury in the priming compound made the cartridge case so brittle that, under some circumstance, it could not be reloaded.<br /></span>Some explanation is in order. A product of combustion of potassium chlorate is potassium chloride, similar to common table salt. Don’t bother trying to use it. (I tried everything in my Mothers kitchen before I was 12 to make Bangs, its similar but doesn’t work.) Potassium chloride, on firing is throughly distributed throughout the bore of the firearm, even being driven into the pores of the metal. There it exhibited its hygroscopic properties. In short, it absorbed moisture from the atmosphere, promoting rapid development of rust. The higher the humidity, the faster the rust develops. During a damp, warm spell, a rifle left uncleaned overnight will develop a coat of rust on its bore, and two or three days would ruin it completely. I have been laughed at, and ribbed by my friends as I clean the barrel religiously before the sun goes down. When the air cools condensation forms in barrels. Next day, I have pushed a dry patch through there barrels and shown them the brown rust on the patch. They stop laughing and listen then, but for most it is to late.<br />If corrosive powder or primers have been used mere oiling of the bore does little good. The primer residue is not soluble in oil, so it mostly just works away under the oil film, forming rust like mad. Potassium chloride is, however, soluble in plain water. Hot, soapy water cleans it out in a hurry. Bores properly cleaned with hot, soapy water soom after being fired with so-called &#8220;chlorate&#8221; primers, will suffer no ill effects from the residue, even in very damp climates.<br />Many good Military small arms instruction manuals of today still specify &#8220;cleaning on each of three sucessive days following firing.&#8221; During WWII, Korea and up until at least the 1960s the rifleman or machine gunner who forgot those simple instructions could easily wind up on a list of charges for his ruined barrel. British and U.S. manuals further recommended hot, soapy water; plain hot water; cold water and soda ash; and plain cold water, in that order of effectiveness and desirability. Soldiers were instructed to pump hot water through the bore until the barrel was &#8220;hot to the touch,&#8221; then wipe dry and oil while still hot. Such extensive treatment will generally remove all the chloride residue in one cleaning, but troops were required to do it three days running just in case. The wrath of a sergeant-major upon catching a recruit omitting one of the three cleanings is something that is awesome to behold.<br />These days shooters can use either Whitworth Copper Solvent or Sweets Solvent, both have a ammonia persulphate and hydrogen peroxide chemical reaction when agitated with the brush in the barrel, this is a strong alkaline which neutralises the sulphuric and nitro acids contained in those chorate salts. So water is not needed, which saves the additional problem of the water going through the other mechanism in the firearm.<br />For many years, riflemen blamed the powder used for the havoc wrought by chorate primers. Strange and wondrous claims were made for a multitude of &#8220;powder&#8221; and &#8220;nitro&#8221; solvents sold for the purpose of preventing ruined bores. In the 1930s Col Julian Hatcher got the bright idea to run controlled tests and that innocent looking primer was properly identified as the culprit. From that day on, chlorate primers have been known as &#8220;corrosive primers.&#8221;<br />Through WWII, nearly all military small arms ammunition was loaded with chlorate primers. Not until the early 1960&#8242;s did the U.S. military establishment switch over exclusively to a &#8220;noncorrosive&#8221; type. Details of the changeover are shown below. Other nations made the change a bit earlier or later, the exact dates being difficult to determine.<br />This simply means that the bulk of the hundreds of millions of rounds of surplus military ammunition sold in this country was &#8220;corrosive&#8221;-primed. Over the past forty years, I&#8217;ve examined thousands of rifles ruined by lack of proper cleaning. That old devil, potassium chloride, will do it every time. If you ever use surplus military ammunition and don&#8217;t know what sort of primers they are. Clean, brother, Clean, and Clean again.</p>

<p>15,000 licensed shooters in the Gympie Region will be waiting to see how David Gibson MP voted on the latest Amendment to the Weapons Act, that are before the Queensland house of Representatives. Will he go and sit with Independents, Mrs Cunningham, Dorothy Pratt, Chris Foley, Mr McLindon, who have stated they will vote against, or will he stay and support the passage of the Bill into an Act with his LNP party?</p>
<p><sup><span style="font-size: medium;">On the 8th Sept 2011, in his speech to the house, Hansard report Mr Gibson as saying.</span> <em><span style="font-size: medium;">&#8220;The LNP has a strong record of supporting law-abiding gun owners such as farmers and sporting shooters.&#8221; </span></em></sup></p>
<p>&nbsp;</p>
<p>This has cast a doubts on Mr Gibson&#8217;s memory, as we all can remember is in 1997, the National Party/ Liberals imposing the John Howard Un -informed Gun Laws. They have also supported every subsequent prohibitive amendment, screwing the law abiding firearm owners ever since. Shooters, are amazed that Mr Gibson has forgotten that it was the reason for the split in the National Party and the reason they have been in opposition ever since.</p>
<p>&nbsp;</p>
<p>Mr Gibson has also confused those law abiding shooters with statements, such as these. <em>&#8220;We have long opposed the wasteful and inefficient systems introduced by this government, such as the weapons licensing management system that has seen a cost blow-out of $7.5 million so far and, more importantly, a blow-out in the time it takes to obtain a permit to acquire. We must stop targeting law-abiding gun owners and, instead, focus our resources on real criminals.&#8221; &#8220;Let us be clear: this bill does little to address criminal activities involving firearms and is nothing more than Labor targeting law-abiding gun owners&#8221;.</em></p>
<p>&nbsp;</p>
<p>Licensed shooters salute statement such as these and so would the majority of Gympie’s voters, however in the same speech he states.</p>
<p>&nbsp;</p>
<p><em>&#8220;I will be opposing those parts of the bill that do nothing more than target law-abiding gun owners. The remainder of the bill brings about some clarifications in the act <strong>that should be supported&#8221;.</strong></em></p>
<p>&nbsp;</p>
<p>When this Bill, in all of its provisions, collectively punishes the innocent. Removes lawfully owned licensed, registered property, without compensation. To vote for that, is endorsing government theft, its immoral. What is worse, as they continue to refuse to police criminal activity, they further perpetuate the immoral punitive penalising of the innocent by mis-application of legislation, a trend that both major parties have propergated for over twenty years. Some of Mr Gibson’s electorate have been waiting for four months for a licence to be issued and eleven months for a Permit To Acquire. Mr Gibson has to stop, sitting on the fence. He has admitted that he knows that this Bill is a wrongly imposed crime on law abiding gun owners. So should he support the people who he represents in his constituency and not support this Bill, or support the Bill with the rest of his Party. It is time for David Gibson to show where his allegiance really lies, to his people, or his party. We will be watching Hansard very closely.</p>

<div id="id_4e940b750dd911303850947">More NEWS observers from the Shooters Union reported that the debate listed on the Parliaments Agenda was altered from 1st placing to fourth placing ensuring that it won&#8217;t get a hearing this week. This gives us more time to maintain the rage, to keep the pressure on the Local Members the more local members that speak on this Bill the better as it slows the process. There is an election coming very&#8230; soon.<br />What happen today effectively deferred the Weapons Amendment Bill of 2011 it now has been back sqauded on the Agenda in Parliament. <br />It was due to be discussed today and the Labour Party had the numbers to pass the Bill. Which would have removed many lever actions from the hands of law abiding licenced shooters. I and many others believe that this little Victory is due to the efforts of the &#8216;few&#8217; Valiant shooters who have performed the miracle of turning back the tide, like stopping a train load of political evil that is ranged against us. &#8216;Few&#8217; being a &#8216;few&#8217; thousand of the 200 thousand shooters in this state who will eventually share the benefits, as even if they do not have a lever action. This idea of government, that they can punish the innocent and ignore the guilty has to stop, or it will eventually take us all. <br />Winston Churchill said, &#8220;Never in the field of human conflict was so much owed by so many to so few.&#8221; We all should cheer the &#8216;Few&#8217; shooters who went to the trouble of communicating our thoughts to the politicians. Now is the time, for more to follow and do the same, and ask your friends to join in as well. We have the formula, now we have to keep the pressure on. The LNP are a lost cause just like their socialist mates in Labor. My member for Beaudesert is Aiden McLindon and he will be voting against the amendments. Jeannie and I went to a meeting in Boonah last night at the invitation of Katters Australia Party. Both Aiden and Bob Katter spoke for nearly two hours. There are things that you would not believe that are going on in this state. <br />Qld. is broke. Labor has ruined this once prosperous state. We are paying $55 million per week in interest alone on borrowings that Labor has inflicted upon us. The selling of the state assets is a joke. A large port facility was sold to Indian interests for just over 1 billion dollars. It earns about $900 million per year. The new owners have a lease on it for 99 years. Nice little earner if you can get it &#8230; and that&#8217;s just one of the many facilities sold off. <br />CSG is a joke. The gas is piped to the foreign owned ports, loaded onto foreign owned ships and shipped to China. The Chinese write a cheque to the CSG companies here and the payment is then returned to China where the owners of the CSG company live. There are no Australian mining companies left in this country. <br />We are officially net importers of food in this country. A country that once supplied food to the rest of the world, now has to rely on imports. The Liberal and Labor Parties have XXXXX us over a number of years. <br />There is only one option left for us and that is the elimination of the Labor and LNP from the political scene. Spread the message to everyone you know. Tell them to vote for Katters Party, we have no other option left. <br />T</p>

If I am approved <br />and issued a license for ,say ,a class a /b firearm license , How is the <br />safety of the public improved by having to then be FURTHER approved to <br />possess a class A?B firearm . ?<br />Example: I get a drivers license , and I am approved then to <br />drive a car . How would the safety of road users be improved by having to <br />apply for a permit to acquire a car ? My suggestion to you is that once a <br />shooter has a license , he should then be able to show that license to a gun <br />dealer and purchase his gun . The gun dealer would then forward the details <br />to Weapons licensing for records .
