Due to Crimtrac registering two million licenced shooters and 25% of the voting public voted for independents or minority parties, two of these parties have asked me personally make suggestions and proposals to assist them in formulating their firearm legislation policies. As this affects all members of the Firearm Owners Association of Australia and all other shooters, I am reminding the members and others of the policy we have followed since our inauguration way back in 1988 and throwing it open for some discussion and hoping to get some feedback.

Of course without a general meeting we will not change our current policy, but as there is some urgency in this matter and many of the readers of this bulletin will be involved in supporting these new parties during the formulation of their branch structures throughout Australia, some of these moral issues should be now aired.

FOAA policy has been since its inception, “That as firearm controls, on people of good character have never been shown to improve public safety, that all legislation contrary to this should be opposed”. The opinion of the delegates at that time on what was “good character” was decided to be if the State gave the person a driving licence it obviously trusts them to guide a two ton missile that can change direction and if used irresponsibly can cause much death and destruction, so that is enough.

To arrive at that policy thirty delegates sat around a table for two days and at times the discussion was heated, but eventually that policy was decided on unanimously. The one of the many issues raised was that the State allowed mentally disturbed people, even the criminally insane to walk our streets and drive a motor car. The answer to this of course is that two wrongs do not make a right. We should insist that our representatives legislate to protect the public by isolating the insane and wrong doers and not punish the innocent and leaving them defenceless.

Many brought up the problem of domestic violence, and quite correctly it was pointed out that it was hardly a remedy to disarm the weak and leave them at the mercy of the strong, that either male or female could be the guilty party in abuse and taking the equaliser away would not stop the problem, families could be poisoned or bashed to death with a beer bottle.

In every serious study of human behaviour no one has proved that the proliferation of firearms has increased the rate of murders or armed robbery in fact most studies find the reverse that firearms save more lives. Police Inspector Colin Greenwood, stated in his study “Firearms Control”, 1972.“No matter how one approaches the figures, one is forced to the rather startling conclusion that the use of firearms in crime was very much less when there were no controls of any sort and when anyone, convicted criminal or lunatic, could buy any type of firearm without restriction. Half a century of strict controls on pistols has ended, perversely, with a far greater use of this weapon in crime than ever before.”

Of course if one looked at suicide and in some societies where there are less firearms, less will be used in suicides but the suicide rate per population stays the same. It is only a choice factor. In Britain during the 1960s within a 12 month period they changed the lethal coal gas to non lethal natural gas, so no suicide died from gas poisoning, but the suicide rate stayed the same.

The issue of child safety were raised, but all agreed that it was an educational problem for both parents and children, like teaching your children the dangers of water or fire, punishing the innocent to protect the guilty does not work. Check out the futility of swimming pool legislation since its introduction in the 1990s more children have died by drowning every year, yet they punish the innocent forcing them to build a prison around their property instead of teaching children to swim.

First End the PTA system, then registration of Long Arms.
So unless some of our members can raise some logical reasons why free peoples rights should be removed I will propose that the new political parties use our policy which has unified us for nearly thirty years. I will also suggest that the first wrong to be righted should be the removal of the Permits To Acquire system followed by the ending of long arm registration, followed by allowing hunting on all crown land followed by the return of semi autos and legalisation of silencers, until the tyranny is ended. Many of our readers will be instrumental in carrying out these remedies as you will be involved with this new libertarian movement that has had its re birth at the last Federal Election. These new parties will struggle, as did the New Country Party, and the Confederate Action Party and the last raising of the One Nation flag, but as long as they do not lose direction and follow the sheep in the Green, Liberal National Party we will succeed.

The Firearm Owners Association of Australia were guided by the principles of liberty as stated in John Locke “Second Treatise of Government”, “That people have rights, such as the right to life, liberty, and property, ( property includes firearms, machines and the pursuit of happiness) that they have a foundation superior to the laws of any particular society”. Locke used the claim that men are naturally free and equal, that legitimate political government is the result of a social contract where people in the state of nature conditionally transfer some of their rights to the government in order to ensure stable, comfortable enjoyment of their lives, liberty, and property. Since governments exist by the consent of the people in order to protect the rights of the people and promote the public good, governments that fail to do so can be resisted and replaced with new governments. Locke also defends the principle of majority rule and the separation of legislative and executive powers.
We all acknowledge that our current governments have set out to over burden us with legislation and public servants, they have failed to allow us to enjoy our lives and property so deserve to be replaced. Imagine, how much more men and money, (Billions every year) can be returned to policing our streets and isolating criminals from the law abiding community. It could be the end of ‘Car Jacking, and “Home Invasion”.

The guiding principle for all ‘none socialist’ independents and new parties should be the freedom of the individual, the enemy will resist with socialist propaganda, its support for the New World Order and call it the modern age, but freedom and rights are timeless, if we are not free we might as well be somewhere else, where we are free.   Fifteen hundred years ago St Augustine was so clear in his statement,
“Though defensive violence will always be ‘a sad necessity’ in the eyes of men of principle, it would be still more unfortunate if wrongdoers should dominate just men.”

We have been dominated, now it is time to replace the old socialists, and right the wrongs that have been imposed on us.

Corella Range Complex for Gympie

Queensland residents draws to the attention of the House a 24 years-old promise to replace the Victory Range Gympie. The 1999 “Comino Report” (State Government Rifle Range Advisory Panel) recommended that land, in Corella SF700, be excised from the Curra State Forest to establish a regional shooting complex. Due to strong community support and a 50% annual increase in shooting licence applications the Cooloola Range Complex Association was formed with assistance from local Councils. It lodged a submission to the state government in 2003. Two subsequent “Difficult to Locate Sports” reports identified the need for a new shooting range complex at the Corella SF700 site with Queensland Police approving the range safety templates. In 2014, the Minister for Sport, Steve Dickson, gave an “Agreement in Principle” to revocation of the land, with the proviso of answering four questions, subsequently answered in the 2015 Ross Planning Feasibility report. Minister Steven Miles claims they will honour the “Agreement in Principle” but has imposed a ‘five to one’ land swap, (or equivalent in money) despite this requirement being previously waived. The requirement for a ‘five to one’ land swap, (or equivalent in money) was not contemplated in the original agreement and such an onerous requirement is denying the Gympie region of the economic and social benefits of this new facility.

Your petitioners therefore request the House to immediately excise Corella SF700 from the Curra State Forest, or issue a lease to the local council for a sporting shooters range complex.

The JW 15 sometimes known as the Chinese Brno, the Norinco or the Puma. The best value .22 Rifle on the market. $195 Synthetic or Wood. As many of you are aware, the Jain Wia Model 15, or JW 15 Norinco, or JW Puma is a copy of the old bolt action Model 1 BRNO. It has been on the market for years and has a well earned reputation as a reliable accurate work horse. Basically the rifle is simple,  but has a large bolt, that has diametrically opposed double locking lugs, (not just locking on the bolt handle) which has the advantage of safer lock up behind the cartridge and broader locking surfaces that resist head space wear, as a high point on a single locking lug can quickly wear and the shooter will experience cartridge rims blowing out due to the excess headspace. It has a simple 5 round magazine which is steel and a steel magazine holder, all features that are sometimes missing on firearms that cost $1000 or more. They have simple trigger system almost identical to the Brno Model 1 that we all had no problem adjusting in the 1960s. The wooden stock is not walnut, it’s just a simple stock made of some unspecified Chinese wood, which has properties similar to Walnut. Rough on the inside but these day have an attractive oil finished on the outside, blink the eye and it looks like a CZ American Classic without the price tag. The action at first is not silky smooth like a Tikka, its a little gritty, but plenty of use, or take off the sharp edges with a fine wet and dry paper and it soon smooths down into a nice action. The same goes for the trigger as it is no frills, just require a little TLC on the adjustment and it always works. Forget the safety catch, you would need to be a Russian weightlifter, or a Japanese Sumo wrestler to get it on and off, but all rifles are safe if the bolt is open and deadly dangerous when closed. No safety ever should be trusted, the bolt is much more visible and can be much easily visually checked by all present. My old JW Norinco is primarily a rabbit rifle. Countless rabbits have been sent to the happy hunting ground, and in the early 1990s I did get a AAA second in the Metallic Silhouettes Nationals and State Champions with it. In essence this is what the JW 15 is built for, it’s a hunting tool that is reliable and solidly built which can be used at the range for plinking and starting on the competition circuits. My JW is also accurate, at 100 metres using Eley Club, I can get a 5 shot group in less than an inch. I have seen it out shoot many more expensive rifles at the range. It is one of the rifles that I will never sell as it has earned my faith and trust in all of the endeavours I have asked for it, and will continue to do so for many years to come. Also at $195. they are the best value .22lr on the Australian market. So do yourself a favour and go get yourself one or two, you will be pleasantly surprised. Ron
