Thought’s For The Week.
Last Wednesday the Queensland Parliament passed the Weapons and Other Legislation Amendment Bill 2012 into law so now it is part of the Weapons Act 1990. The FOAA members did not oppose this as its only purpose seemed to enforce mandatary sentencing for people using ‘weapons’, whilst committing crimes against persons. It also gave the Queensland shooters a slight improvement it extended the period for a shooting licence to a ten year period instead of five. They will want us to pay double for it, but the police bureaucracy cannot cope with the renewals and this has already caused shooters much worry and derision as when shooters have done everything properly and their licence expires before they have a new licence card issued, its a worry.
Apparently, the current Ministerial Weapons Advisory Panel (that had intention of following the LNP promise of reducing Red Tape by 20% from the Weapons Licencing Branch and reducing staff, and payrolls for the state by lessoning the impositions on the Licensed shooters) is still meeting monthly with the representatives of the shooting clubs. We could all add complaints to the many faults and impositions in the current legislation. So many further improvements are still hoped for in the future, but we all have to help. Do not leave it to others, or it will never happen.
The increase in licenced shooters some 16 % every year adding to the 255,000 already licenced in Queensland is building an Army of shooters, a lobby that is creating fear in those whose trousers polish up the green leather on the seats of power. This bulletin goes to nearly 7000 of them, the shooters who are politically active are making a difference. Two thousands submissions were put on Police Minister Roberts desk in 2010 and that made him withdraw the last lot of horrendous legislation. Now, this new one has given us ten year licences the first slight gain in 15 years of struggle. Its just a start, a small start but a huge significant turn around, we have to let the politicians know, we live, we pay tax and we vote and our gains will continue. Do nothing and we will forget what the word freedom ment.
We also have to extend from that position by reminding them that the impositions and ramifications that they are responsible for, are also known and appreciated by our families and friends. We must use them for petitions, submissions, electronic polls and letters to the editor. Remember the Greenies will send young people to stand outside schools, signing up school aged children on petitions, so we should have no problems doing the same at the range, work and gunshops.
Who is Running the Queensland? Who is Running the Queensland Police Ministry?
If not the Police Minister Jack Dempsey, is it the Premier Campbell- Newman? If those two are not making the Ministerial decisions required by our Constitution, it would have to be the Queensland Police Union president Ian Leavers as he is able to overide both of them, there could be a good argument put forward to show that the Queensland Police run the State, and that we are a Police State.

Ian Leavers demands a position on the Ministerial Weapons Advisory Panel which was set up with the plain purpose of investigating, cutting red tape and reducing staff time. Well Campbell Newman gave way to the powers of the Police Union and overrode the decisions of the Police Minister Jack Dempsey placing the self interested Queensland Police Union on the Panel which was set up to advise on carrying out the LNP election promise of reducing red tape by 20 %. Self interest as the Queensland Police Union promote the increase of all police civilian and sworn officers as staff numbers effects promotions and pay increase/or decreases. Yes, the Shooting Associations are self intrested, they are intrested in improving the rights and freedoms of Queenslanders by reducing Police working hours, freeing up police to carry out their core functions and reducing the load on the tax payers back. The Police Union are self interested in ensuring that this does not happen, that the government increases legislative paper chasing. producing more jobs, elevating current police promotions.
The Police Unions bullying of our State Premier and Police Minister resulting in this appointment goes a long way to nullify the work of the panel, as originally designed, as our representatives can not speak openly on criticisms of the system and staff, with serving police officers creating the ever fear of payback.
Ian Leavers did not send anyone or attend the first meeting but on the second meeting he sent two representatives and both spoke, one was a serving police officer and the other was Mr Simon Tutt the Queensland Police Union, Media Officer. The Queensland Police Union, try’s to give the impression that it is ‘A political’ with a statement in its Constitution. “It is agreed that: • Provided that no part of the QPUE’s funds shall be paid to any political party or organisation.” Yet employs infamous Labor Lawyer, politically appointee Simon Tutt whose career has been made working for the Labour Parties
Ministers. Not that Mr Tutt would donate money to the Labour Party as it does at election times, his speciality is getting the Government Department he was an Advisor to, to grant the money to a non profit association and then that association grants it to another association. In April 2002, Simon Tutt worked as an electorate officer in the electoral office of a Labor member of Parliament. In February 2004, Mr Tutt commenced employment as a policy adviser (at classification A06.1) to the Labor Honourable Judy Spence MP (then the Minister for Police and Corrective Services). In February 2006, he was promoted to senior policy adviser (A08.4) and again in October 2006 to classification SO1.1 (senior officer). From October 2006, Mr Tutt was the ‘chief of staff’ to Minister Spence, although his title remained ‘senior policy adviser. All of these appointments for Simon were made by the politicians not the public servants. In 2008 and in that role of senior ministerial adviser to the then Minister for Police, Corrective Services he was instrumental in fast tracking $4.2 million grant to the Queensland Rugby Union for Ballymore, subsequently two payments of $100,000. each was made to the University of Queensland (UQ) Rugby Club. At all material times, Mr Tutt was a member of the executive committee of the University of Queensland Rugby Club.

Simon Tutt Senior Political Advisor to the Labor Police Minister, Now advising Police Union Ian Lavers on Firearm Legislation.
This resulted into a full blown CMC inquiry see Hansard Tuesday, 14 September 2010. Speech to parliament by Jan Stuckey MP “Even more alarmingly, it fails to eliminate the ingrained culture of abuse of power that led to a public inquiry into the behaviour of Tutt and his fellow ministerial staff.”
Quotes from inquiry :- Counsel Assisting CMC : “Given what you know today can you offer to me one logical reason why the Queensland Rugby Union would give away $200 000?
Mr Tutt: “In what sense?”
Counsel Assisting: “In the sense that we’ve been exploring this week, the $200 000 that’s found its way from the QRU to the University of Queensland Rugby Academy? Can you offer me one logical reason why the QRU would give away $200 000?”
In particular, the CMC asked the DPP to focus on any criminal offence arising from Mr Tutt’s involvement in respect of the transfer of $200 000 to the University of Queensland Rugby Club.
The above lines shows what our club representatives now have to deal with, as they are trying to layout our problems arising from legislation and bureaucracy before political advisors who have the same lack of integrity as the architects of those impositions. As far back as 1973, Liberal Senator John Carrick railed at: “the “insidious” development whereby advisers; influential, faceless and largely unaccountable; prevent the department from giving its authentic and responsible view to the minister”.
Well now we have the Queensland Police Union using those lawyer /advisers to prevent our club representatives giving there authentic and responsible views to the Minister.
Who the Hell is Running the State of Queensland? The Police Union, or the men we vote for??

Many people may be holding an unregistered gun to protect their family or their nation. Of course this is illegal under our State legislation. Not all holders of unlicensed firearms are druggies, bikies or bank robbers but may be upstanding members of the community. They could be politicians, police, judges, state bureaucrats, Mayors, local government officials, journalists or members of their families, to name but a few. Even outspoken Anti- Gunners have been found to have illegal firearms themselves.
After Christmas you will have a state service to help rid us of guns. If you strongly suspect some of the above of having an illegal gun, (surely you can think of some deserving …….sole) put on your hat and sunnies, go to the local public phone and make the call. After all it’s completely anonymous so you have nothing to worry about. Anonymous.

On 22nd November 2012 David Gibson our local Member of Parliament attended at my invitation, to answer questions from Owen Guns customers on the idiocy of our current Weapons Act 1990 and its implementation and impositions. I offered Earl Gray Tea, coffee and cakes. The cakes were great. Of course I asked the local newspaper and they attended with a photographer. This prompted the subsequent article in the local paper. Every government Department gets press clippings, from every paper on their matters of interest so on firearm issues this was a certainty to get the message to the Ministers and the people of Queensland.
It was not difficult to find 20 or more shooters to turn up between 3 and 5 pm to relate their current problems to the right person to complain to. That is not the person behind the gunshop counter, but your local Member of Parliament. It is his duty to represent the people with these problems to parliament itself. As you can tell by reading the text the correct impression was made, it was also now in print. So,if nothing happens we can raise it with him at his office, or write to the newspapers letters to the editor and remind the public of the statements in this article. Might also mention that these impositions in legislation of the Weapons Act 1980 were not set in place with the Beatty Government but with the National Party of Borbridge when Russell Cooper was the Police Minister.
Impress the Public Dis-satisfaction of the legislation on your MP then it is his Duty to Speak Out.

Your Gunshop is an ideal location as the men behind the counter are the ones who have to bare the brunt of the questions on the illogical, un reasonable, un-productive, mind numbing requirements demanded by the Weapons licencing Branch. If you ask your local MP and he/she refused to attend then that gives you reason to orchestrate a letter writing campaign to your local paper, pointing out that they are not doing the job that they are paid to do, which is representing their constituents complaints to parliament.
The Power to Make Changes is Within Yourself.
The power to change all of this legislative abuse is not in a group, or a club, or an association, it is in all men and women, it is within our personal spirit, it is within you. That power to fight for liberty, is installed in all of us. You, the individual person has the power to make this life and our country free and safe, to make this life a wonderful adventure. In the name of freedom, we must use that power at the same time as everyone else. Let us struggle for a freedom where we are free to own our property, free to defend ourselves, free to teach our children to hunt and fish, give them a chance for a future and a safe old age. These days you don’t have to pick up the sword, or axe and go and sacrifice yourself on the field of battle in a bloody hacking /chopping match. Its easy all you have to do is use tools like computers, photocopiers and phones to fight for liberty.

Norinco Model 213 ‘Tokargypt’ 9 shot Semi Auto
The Model 213 original basis was designed by John Moses Browning, the world famous firearm designer. In the late 1920s the Colt /Browning mechanism was redesigned by Russian, Feoder Tokerev, simplified for mass production and chambered in the powerful 7.62×25. It used the Mod 1911 swinging link, short recoil system.
To enable easy maintenance the hammer and lock mechanism can be removed as a single assemble. To improve the Browning feed system the ammunition feed lips are machined into the frame rather than relying on pressed tin. Which on a battlefield where magazines lips do not get the best attention is a great advantage in reliability and makes the magazines cheaper to produce. It was an extremely tough, reliable and powerful pistol and was later modified by Hungary for export to Egypt this was known as the Tokagypt. The pistol differs from the Tokarev in being chambered for the 9mm Parabellum, and a fitted safety catch ,WHICH IS USELESS, and should be thrown away as the have a very reliable half cock safety.
As can be seen by the inset photo the barrels and chambers are all chrome plated.It has a plastic wrap around grip stock, instead of the Tokerev ‘bakelite’ and a finger piece type floor plate on the magazine, which improves your chances of quickly getting it out and getting another one in after someone has rammed one in covered in mud. The M 213 Chinese version of this also has a chrome plated barrel shown in the above photograph. These are brand new unfired but have the usual scratch marks and rough corners as shown in the photographs. As standard the barrels are a millimetre short for club licences so are fitted with a slightly longer barrel. The steel is excellent and once a few surfaces, such as slides, are polished they are a slick an easy pointing pistol.
